The Bureau introduced the changes to the Plenary Agenda

The Bureau supplemented the October 29-November 1 plenary agenda with: the draft Constitutional Law initiated by 93 MPs on Changes to the Constitution; and the draft Constitutional Law initiated by at least 200 000 electors on the Changes to the Constitution.

The draft Constitutional Law initiated by 93 MPs on Changes to the Constitution envisages the proportional system for the Parliamentary Elections 2020 and the zero threshold with annulment of the blocs; and the draft Constitutional Law initiated by at least 200 000 electors on the Changes to the Constitution envisages the proportional system for the Parliamentary Elections 2020 and 3% threshold with the blocs.

Both drafts are being considered with the I reading.

The agenda has also been supplemented with:

  • The Bill on Higher Education (I reading) envisaging the Ministry of Education and the Ministry of Justice to jointly define the rules and terms of bachelor’s and master’s educational program for the convicts. The Bill stipulates the basis for entry of the convicts to the University who have successfully passed the master’s exams in 2019;
  • The Bill on Code of Administrative Offenses (III reading) regulating parking rules of the vehicles.

The October 29-November 1 plenary agenda includes 92 issues for consideration and 7 for voting.
