The Committee discussed the bill on Product Safety and Free Circulation Code and deriving bill on Spatial Planning, Architectural and Construction Activity Code introduced with the II reading by the Deputy Regional Minister, Mzia Giorgobiani.
There are lots of premises countrywide requiring repair and reconstruction, restoration and/or demolition. Such buildings distort the municipal appearance and pose the problems: they impede economic development of the territory being on the one hand out-of-service and discouraging the investors on the other hand. Under the bill, the state supervisory body on construction activity indicates to such buildings and defines reasonable term for repair or demolition. The article does not apply to the residual houses, cultural heritage monuments and the premises used as a dwelling to prevent deprivation of property and not to damage of the interests of the population. The bill was postponed due to absence of quorum.
The Committee discussed with the I reading the bill on Product Safety and Free Circulation Code introduced by Sulkhan Makhatadze and Grigol Mikeladze.
The latter introduced the essence of the bill and elucidated that the change annul the sanction unreasonable high in regards with the violation being still accrued despite the fact that the gap has already been eliminated. The bill will increase the trust of the investors to Georgia and thousands of m2 premises in downtown will be delivered to the state. The changes exempt the persons, who may be fined under the article 46, from penalties in the event solely if they ensure elimination of the gap upon adoption of the law.
The Committee approved the bill and discussed the bill on Licenses and Permits introduced by Roman Gotsiridze. The bill limits issue of the licenses and permits not envisaged under the international agreements.
The Committee rejected the bill and discussed with the I reading the bill on Licenses and Permits introduced by the Deputy Economic Minister, Nino Enukidze.
The bill regulates licensing fresh water extraction in view to supply the population, the license-holders are getting allowed to obtain the license in a direct manner. The Committee postponed the bill due to absence of quorum.
