The Committees discussed with the I reading the Bill by Eka Beselia and Gedevan Popkhadze on Early and Pre-School Education aiming at definition of the new term for gradual authorization.
“One of the important elements of the Bill is authorization of the pre-school institutions. The current law defines the Municipalities to ensure gradual authorization till December 31, 2018. The term was limited and thus, we logically extend the term with 2 years to allow the Municipalities address the issue”, - G. Popkhadze stated.
The Municipalities, within April 1, 2019-December 31, 2020 shall ensure gradual authorization.
“In this regards, the vast works have been already implemented, though we shall have the opportunity for full commitment, which expediently requires extension of the term. It will be one of the most successful projects in the education system”, - the Chair of the Education Committee, Mariam Jashi noted.
The Committees discussed the Bill by Mirian Tsiklauri on Highland Development, entailed with the record in the current law on certain preferences for the school pedagogues, which envisages 35% extra to the salaries.
The Bill extends the list of the persons employed in the general, early and pre-school institutions without the preferences. These are: administrative and technical personnel of the secondary schools, persons employed in the early and pre-school institutions on the basis of the labor contract.
“The change applies about 4800 persons – not pedagogues but the administrative personnel in schools and pre-school institutions”, - M. Jashi noted.
The Committees discussed the Letter-Agreement of the Change N1 to the Financial Agreement between Georgia and European Investment Bank of February 11, 2016 introduced by the Deputy Finance Minister, Giorgi Kakauridze.
EIB allocated 100 ml EURO, 50 of which was purposed for natural disasters and other emergencies, 25 – for tourist infrastructure: Kobi-Gudauri new cable way construction, and the rest 25 – for small infrastructural projects in the municipalities. 25 ml EURO has been re-purposed from the emergency rehabilitation component to the municipal infrastructure component.
“Thus, the municipal infrastructure now will have 75 ml EURO and 25 for emergency rehabilitation”, - the reporter stated.
