The Procedural Issues and Rules Committee considering the bill on Public Service with the I reading

The Deputy Chair of the Committee, Guram Macharashvili introduced with the I reading the bill on Public Service, necessitated from due and effective operation of the public service.

The bill specifies the concept of the state service and eliminates the vague norms about the status of employed persons. The bill aims at reduction of the minimal competition terms and allowing the public institution to at own discretion define the respective terms, for instance, the term for submission of application for the competition constitutes at least 10 calendar days, and the term for appointment of the candidate by the Competition Commission constitutes at least 14 calendar days.

The changes reduce the terms from 10 to 5, and from 14 to 5 days, as well as establish the new career promotion mechanism in capacity of the internal competition. According to the new norm, any confirmation of drug-addiction shall serve as the basis for dismissal of the employee. The meeting was attended by the GYLA representatives. The Committee approved the bill.
