The Committee discussed the Bill on Spatial Planning, Architectural and Construction Activity Code with the I reading. The Bill aims at the liquidation of the hazardous residential buildings in Batumi and their replacement with the residential blocks of modern standards to facilitate the improvement of the accommodation conditions and the creation of a safe environment, as well as the improvement of the appearance of the city.
According to the Secretary General of Batumi City Hall, Nukri Dekanadze, the Code is supplemented with Article 141⁶ regulating the temporary measures facilitating the dismantling of the hazardous buildings within the state municipal program and their replacement of new residential blocks and/or multi-function complexes, expressed in the possibility for Batumi City Hall to exceed the upper limit of the land development intensity coefficients.
Besides, Batumi City Hall will be entitled to exceed the coefficients without a detailed development plan. Respective change is to be introduced to the Law on Rule of Expropriation for Urgent Public Needs. MPs expressed their remarks and stressed the aspects of the second Bill.
“Expropriation in its turn is not a correct form since the construction of the flats does not carry the state importance. Hence, we shall find a proper form, for instance, inspect Tbilisi model for this certain case and issue the recommendation to the investors to at a maximal extent balance the decision”, - the Chair, David Songulashvili stated.
The Committee approved the Bills with the reservation that the expressed remarks will be shared for the II reading.
