The Sector Economy and Economic Policy Committee approved the Draft Spatial Planning, Architectural and Construction Activity Code
The Committee discussed with the II reading the Draft Spatial Planning, Architectural and Construction Activity Code envisaging the liquidation of the hazardous residential buildings in Batumi and replacement with new complexes of modern standards to improve the living conditions of the residents, create a safe environment and improve the urban appearance of the city.
According to the Secretary General of Batumi City Hall, Nukri Dekanadze, the remarks expressed at the I reading have been shared. According to the new edition, the City Hall, upon replacing the buildings, shall enjoy the power to appeal to the Assembly if the Consultative Board of the City Hall issues a positive recommendation for the project; it directs the decision of a Mayor to the Assembly for finalization. Unlike the initial edition, the change specifies the different rules and the possibility to deviate from the regulations; the deviation applies only K-2 coefficient and height of the buildings. As to the greening coefficient and parking, the regulations shall be adhered to.
The Draft is accompanied by the Bill on Expropriation for Urgent Public Needs, envisaging the expropriation of real estate, which shall not be considered with the decision of the initiators and shall not be voted by MPs.
“All remarks have been shared and thus, Batumi shall enjoy the authority same as the Capital. Believe me, the Capital of the Autonomous Republic shall as well have the authority in this part, especially in relation to the hazardous buildings. The remark on expropriation has also been shared, and we are not approving this Bill”, - the Chair, D. Songulashvili stated. The Committee aprpoved the Draft
