David Sergeenko: by adopting the Child Code, we have created an important legislative platform and besides, we undertake the significant events to establish and implement the Code in practice

“By adopting the Child Code, we have created an important legislative platform and besides, the significant events are being undertaken by the executive authority, municipalities and NGOs to establish and implement the Code in practice”, - the Vice-Speaker, Chair of the Parliamentary Child Protection Council, David Sergeenko stated at the event dedicated to the Child Protection Day.
According to him, the Child Code is binding for every agency, is it the state organization, executive, legislative, local institutions, NGOs or individuals conducting activities connected to the children.
“This Code is quite a complex and comprehensive document and its effective establishment and implementation is a priority for the current period. This complex in total that stands as an object for the Child Code, and the activities of the executive authority and NGOs, is directed to ensure the fulfillment of the postulates provided in the International Convention on the Rights of the Child”.
Mr. Sergeenko overviewed the Action Plan of the Council and introduced the challenges and priorities. “The Action Plan and the oversight instrument shall cover all the key issues prescribed in the Code, though, when we have been setting the special priorities, there were the issues constituting the challenge for every country – these are the child poverty, violence against children, de-institutionalization – the consistent and adequate transformation of the large orphanages into the education adjusted to the individual needs. The Convention provides that save the rights of the children, we carry the obligation to ensure their participation in the decision-making and make their voice no less important in the development of the final action plans”.
It is crystal clear, he stressed, that the establishment of such a vast and comprehensive Code requires institutional approaches and despite that the Parliament does not play the role of the implementer, it still is equipped with the monitoring and oversight commitments.
“This meeting will help us ensure the coordination of our action plans, and let me in advance express my gratitude to all Governmental institutions or NGOs for their active engagement in the implementation of the rights of the children”, - D. Sergeenko stated at the event “Rights of the Children in Georgia – Key Challenges and Measures Undertaken”.
