Foreign Relations Committee Reviewed 2025 Report on the Implementation of UN Committee Decisions Concerning Georgia

The Foreign Relations Committee reviewed and endorsed the 2025 report, submitted by the Justice Ministry, on the implementation of decisions adopted by UN committees concerning Georgia.

The report provides information on the implementation of the decision adopted by the UN Committee against Torture in the case of “J.C. and J.E. v. Georgia,” concerning an individual complaint. It also includes information on the status of implementation of decisions adopted by the UN Committee on the Rights of the Child in the case of “Anna Arganashvili v. Georgia,” based on an individual complaint.

According to the document, enforcement proceedings conducted by the Justice Ministry have been completed in two cases examined by UN treaty bodies, namely “Shota Ratiani v. Georgia” and “X and Y v. Georgia.” In addition, it is noted that in 2025, the UN Committee on the Elimination of Discrimination against Women and the Committee on the Rights of the Child adopted decisions to conclude their follow-up procedures in the cases of “N.B. v. Georgia” and “H.H., I.H. and Yu.H. v. Georgia”.

Detailed information on the aforementioned cases was provided by the Deputy Justice Minister, Beka Dzamashvili.

According to him, the existing practice in Georgia, whereby the Government presents an annual report to Parliament, is regarded as one of the best practices globally.

“In many states, such an internal oversight mechanism does not exist. We consistently emphasize that any obligation arising from international instruments is fulfilled, first and foremost, on the basis of our internal responsibility, with the aim of advancing and strengthening the human rights situation in the country”, - Beka Dzamashvili stated.
