1 January 2030 set as the Effective Date for Key Provisions of the Law on Public Procurement

The Parliament of Georgia considered, under an expedited procedure and in its III reading, amendments to the Law on Public Procurement and approved them by 77 votes.
The draft law and accompanying legislative package were presented at the plenary session by the Government’s Parliamentary Secretary, Vakhtang Bachiashvili.
According to the amendment, the main body of the law—Articles 1–15, paragraphs 2–11 of Article 16, and Articles 17–96—will enter into force on 1 January 2030, instead of the previously scheduled date of 1 January 2027.
These provisions regulate matters including: exceptions established by law for contracting authorities when conducting public procurement; the general rights and obligations of participants in public procurement procedures; conflicts of interest; procurement committees; authorized structural units or officials responsible for public procurement activities; and other related issues.
The amendment also postpones, by three years, the requirement for contracting authorities to employ certified procurement specialists. The obligation will now take effect on 1 January 2032.
