The Legal Changes authorizing Municipalities to determine the Application of the Reprimand to the Offender

The Sector Economy and Economic Policy, and the Regional Policy and Self-Government Committees discussed the Draft Code of Administrative Offenses, introduced by MP Irakli Zarkua.


According to him, the Draft extends the authority of the municipal bodies to ensure an immediate response to the detected offenses.


“If the Municipality acquires the authority to determine the application of the reprimand to the offender and assign the authorized body for imposition, which was a competence of the Court under the currently applicable norm; as a result, it will unload the regional courts in the cases of this category”, - he stated.


The Draft re-distributes the competencies between the authorized bodies and is supposed to build the trust of society to municipalities. The discussion outlined several issues requiring additional consideration and specification.


The Committees approved the Draft with the reservation of specification of certain details
