The Permitted Activities on the organization of Online Gambling and Prize-Winning Games to be re-regulated

The EU Integration and the Legal Issues Committees discussed with the I reading the Draft Law on Lotteries, Gambling and Prize-winning Games and the accompanying Bills. The package regulates the types of new permitted activities on the organization of online gambling and prize-winning games, and determines the number of permit fees, permit terms and liability for violation; the changes envisage:
- Admission of online games based on the standalone/independent permits;
- Establishment of new permit types: permit on the organization of system-electronic (online) casino games, online bets and online slots;
- Issue of the permit on online games to the entities holding the respective permit on the physical arrangement of the games, namely:
o Permit on online casino shall be issued to the holder of the casino permit;
o Permit on online slots shall be issued to the holder of the slot permit;
o Permit on online bets shall be issued to the holder of the betting permit.
The changes envisage the validity term on online casinos, slots and bets on the term of the permit on the physical arrangement of the hereof games. The package establishes the sanctions for violation of the terms of payment of the annual fees and permit terms, namely, 50 000 GEL for violation of permit terms, and 20 000 GEL for violation of payment terms.
Draft prohibits the arrangement of gambling and/or prize-winning games on all sea vessels in the internal and territorial waters of Georgia. The organizers of the gambling and/or prize-winning games, operating before the enactment of the changes, shall as of April 1, 2023, ensure the compliance of their permits with the amended conditions and the person organizing the gambling and/or prize-winning games shall as of April 1, 2023, obtain the respective permit.
Package has been authored by the Finance Ministry and initiated by the Government in view of the recommendations issued by the Working Group set up for countering organized crime at the Defense and Security Committee within the fulfillment of the EU recommendations.
