
The Draft Code of Administrative Offenses, discussed by the Regional Policy and Self-Government Committee for the I reading, envisages stricter penalties for exceeding the permissible limit of acoustic noise. According to one of the initiators, Beka Davituliani, exceeding the permitted limit of noise in apartments, private property or public institutions shall be subject to a penalty of 150 GEL for the first incident, and 1500 GEL in case of the legal entity or sole entrepreneur.
The repeated offense will be fined with 500 GEL, and in the case of the legal entity or sole entrepreneur – with 5000 GEL.
The reporter elucidated the reasons for replacing the verbal warning with the fines. As the Chair of the Committee, Kakha Kakhishvili stated, the financial sanctions shall be accompanied by the attention to the enforcement.
The Committee discussed the Draft Laws on; Motor Transport; License and Permits; License and Permit Fees; Control of Entrepreenurial Activity; Code of Administrative Offenses; and the Municipal Code.
The reporter, Deputy Economic Minister, Guram Guramishvili noted that the amendments mostly envisage the organization of passenger transportation and the improvement of the situation in the bus stations.
“It is paramount to eliminate unhealthy competition factors that the bus stations demonstrate, and to create equal conditions for the development at the market. The Drafts also facilitate the acceleration of the integration of the transport system of Georgia to the European and world system, and development of tourism”, – he stated.
The committee endorsed the Drafts.
