
Interim Fact-Finding Commission on the Activities of the Regime, the Political Leaders of the Regime of 2003-2012 and the Activities of the Incumbent and Former Officials in the Political Parties since 2003 up to today questioned six individuals.
David Bakradze, the Resident Representative of Georgia to the UN, reported online concerning damage inflicted on the foreign policy of Georgia by certain politicians in 2012-2025.
According to him, at the end of 2015, when he was the State Minister for the European and Euro-Atlantic Integration, the Georgian Government was actively striving for visa liberalisation, while the National Movement members had been begging door-to-door for months against granting a visa-free regime to Georgia.
As reported, the National Movement transformed the country’s geostrategic objectives into a means of opposing the Georgian Dream.
As he noted, in March 2016, the President of the National Movement’s partner, European People’s Party (EPP), Joseph Daul stated that his Party supported the visa liberalisation for Georgia; however, they voted for the postponement of this process.
After this statement, Joseph Daul visited Georgia and met not only with the National Movement but the then convicted NM members - Merabishvili, Akhalaia and Ugulava.
The statements about the postponement of the visa-free status for Georgia reveal that the visa liberalization would enhance the positions of the Georgian Dream in the pre-election period and thus, it should be postponed.
According to D. Bakradze, in two weeks after this visit, on April 14, 2016, the Association Committee convened a meeting and made a decision/recommendation about the visa-free status for Georgia, to which two NM members - Giorgi Kandelaki and Tariel Londaridze, voted against.
The reporter also reviewed his activity as the Ambassador of Georgia to the US starting from the end of 2016.
As per his information, the Embassy aimed at the enhancement of the strategic partnership with the new US Administration after the election of Donald Trump as the President. Simultaneously, the Embassy was resorting its efforts and resources to neutralize misperceptions among the American Political elite, counter disinformation and establish objective positions.
“Year over year, National Movement members, through various means such as meetings and lobbying activities, were providing American politicians with significantly divergent information regarding the developments in Georgia, which necessitated our response”, - he asserted.
During his position as the Ambassador, the National Movement had 5-6 contracts with lobbyists, which aggravated the operation of the Embassy and the government.
As he noted, the Embassy had to neutralize the positions of not only the National Movement but the Transparency International Georgia, GYLA, and ISFED.
Kristine Kardava, the daughter of Paata Kardava, and Eliso Sartania, the wife of Paata Kardava, provided their accounts on the murder of Paata Kardava in 2008.
According to K. Kardava, on August 27, 2008, the Intelligence Department officer, Paata Kardava was abducted from Zugdidi and delegated to the Chief of the Main Board of the Constitutional Security Department of Abkhazia, Roman Shamatava.
Roman Shamatava physically assaulted Paata Kardava, compelling him to admit an erroneous piece of information—an “absurd accusation.” Subsequently, he took Kardava to the depths of the Black Sea in Batumi, where he murdered him. Shamatava tied the dead body to concrete blocks and threw it into the sea.
As reported, the family of Kardava knew nothing about this fact until the change of authority. They were told that Paata Kardava was in Abkhazia, and to somehow ground these versions, the vehicle of Paata Kardava was taken by the Svaneti regional police department officers to the village of Khurcha, Zugdidi region.
Paata Kardava’s family appealed to the former President Saakashvili for help, but in vain.
According to K. Kardava, her father was murdered only because he knew something against the then officials.
Vazha Mania, Tornike Nioradze and Valter Shakaia also provided explanations about the violation of property rights in 2003-2012.
They provided detailed accounts on the deprivation of three restaurants in 2006 on the Rike territory, and the restaurant in 2008 in the Dedaena Park, as well as the participation of various state institutions in this process and the pressure on the owners and their family members.
Giorgi Gakharia was also invited to the Commission sitting for explanations about the establishment of the checkpoint at the village of Chorchana; however, being abroad, he did not appear at the sitting. Based on the decision of the Commission, a reasonable term was allocated for him to attend the sitting on July 2.
The next sitting of the Commission is scheduled for June 25.
