
The Education, Science and Youth Affairs Committee reviewed the Government’s Annual Report on the Execution of Georgia’s 2025 State Budget.
The report on Georgia’s economic situation and the implementation of the 2025 State Budget was presented by Giorgi Kakauridze, First Deputy Finance Minister.
According to Giorgi Kakauridze, more than GEL 2.738 billion was spent in the fields of education, science, and youth affairs in 2025, representing 96.6% of the planned allocation.
He noted that GEL 1.820 billion was utilized for preschool and general education, with an implementation rate of 96.4%.
In the field of vocational education, GEL 147 million was spent, with an implementation rate of 99.5%.
For higher education, GEL 181 million was utilized, exceeding the planned amount and reaching 107.4% of the target.
More than GEL 85 million was allocated to support science and scientific research, with an implementation rate of 99.5%.
The implementation rate for inclusive education reached 99.7%, while GEL 298 million was spent on infrastructure development.
As the presenter noted, Georgia’s real GDP growth in 2025 amounted to 7.5% compared to the previous year, while annual inflation stood at 4.0%.
Giorgi Kakauridze also focused on the external sector. According to him, Georgia’s foreign trade turnover in goods reached USD 25.863 billion in 2025, an increase of 10.3% compared to the previous year. Exports totaled USD 7.291 billion, up 11.0% from 2024, while imports amounted to USD 18.572 billion, an increase of 10.0%.
He further stated that the European Union was Georgia’s largest trading partner in 2025, accounting for 21.6% of total trade turnover.
According to Giorgi Kakauridze, nearly 6.857 million international visitors visited Georgia in 2025. Of these, approximately 5.522 million were tourists, representing an 8.4% increase compared to 2024.
Kakauridze also noted that more than GEL 28.468 billion was mobilized in the consolidated budget in 2025, representing 100.7% of the forecasted figure. State budget revenues were executed at 100.8%, while expenditures reached 99.2% of the planned amount. Total state budget revenues amounted to GEL 23.991 billion, or 100.7% of the projected target.
According to Giorgi Chakvetadze, First Deputy Chair of the Education, Science and Youth Affairs Committee, the funds allocated for programs in the fields of education, science, and youth were fully utilized, ensuring substantial support and development of these sectors.
The Committee also heard the State Audit Office’s report on the Government’s Annual Report on the Execution of the 2025 State Budget, as well as information presented by the Government of Georgia regarding key macroeconomic forecasts and the main priorities of the ministries.
The Committee took note of the reports.
