Gia Zhorzholiani: We are to introduce proportional electoral system in multi-mandate EDs

The Member of the Faction “Alliance of Patriots and Social-Democrats”, Gia Zhorzholiani held a briefing on the introduction of proportional electoral system.

According to him, there is almost a complete consensus amongst the political forces regarding the transition to a proportional electoral system. The only difference, pursuant to the MP, lies between the initiatives presented by the Georgian Dream and the National Movement concerning the issue of thresholds and blocs.

“We believe that along with the introduction of a proportional electoral system, there will emerge certain risks. Proportional representation weakens the link between the electorate and the representatives and also the personal responsibility of the MP. Therefore, we offer a more effective version of the proportional electoral system - the proportional electoral system in multi-mandate EDs, which ensures proportional representation of political parties in the legislature and, at the same time, maintains the principle of regional representation thus allowing voters to be aware of the specific individuals they vote for”, - Gia Zhorzholiani commented.

Pursuant to him, the principle of the aforementioned electoral system is as follows: Instead of representing the whole country as a single electoral district (as a result of which 150 MPs are elected), elections will be held in multi-mandate EDs. The respective number of seats in each ED is determined by the number of voters registered in each district. Simultaneously, through so-called "compensation lists", distribution of remaining mandates, if needed, will be performed among the parties thus ruling out chances of losing votes received by the party throughout the country.

As Gia Zhorzholiani added, such electoral system is widespread in almost all European countries. "This is the most efficient and sustainable electoral system, as it not only ensures proportional expression of voter support in the legislature, but also promotes the representation of regions”.

The MP also echoed to the developments in Tkibuli and noted: "I would like to express solidarity on behalf of Social-Democrats for those on strike and the whole population of Tkibuli in general. If strict measures are to be taken against investors, the Government is obliged to do so and take the responsibility to ensure people are employed in the normal course of business providing them with decent living standards”.
