The Parliament discussed the revised Draft Law on the State Budget 2026 along with its macroeconomic parameters, introduced by the Finance Minister, Lasha Khutsishvili.
According to him, real economic growth in 2026 is planned at 5.0%, while the average-term forecast for real GDP growth stands at 5.3%. The GDP deflator forecast for the next year is 4%, and for the following years, this indicator is expected to be 3.0%.
The average inflation forecast for the current year is 3.6%, while in the medium term it remains within the target range (3%). The nominal GDP is planned at 110.5 billion GEL. The mixed budget’s tax revenues are set at 26.8 billion GEL, with a budget deficit of 2.5%.
“The total expenditure of the 2026 mixed budget amounts to 35.5 billion GEL, within which all state obligations are fully financed”, - said Lasha Khutsishvili.
According to him, the total revenues of the state budget 2026 are determined at 30,290.8 million GEL, while total budget assignments amount to 30,475.9 million GEL.
The Minister also detailed the allocations for individual ministries.
“Ministry of IDPs, Labor, Health, and Social Protection — 9,620.8 million GEL; Education, Science and Youth Ministry — 2,615.3 million GEL; Culture Ministry — 319.3 million GEL; Sports Ministry — over 295 million GEL; Infrastructure Ministry — 3,096.9 million GEL; Environmental Protection and Agriculture Ministry — 855.8 million GEL; Regional Development Ministry — 110.4 million GEL; Economy and Sustainable Development Ministry — 1,142.5 million GEL; Finance Ministry — 130 million GEL; Justice Ministry — 442.2 million GEL; Foreign Affairs Ministry — 220 million GEL; Defense Ministry — 1.8 billion GEL, and Interior Ministry — 1.473 billion GEL”.
The Minister also answered questions.
As he noted, discussions on comments and proposals regarding the draft budget 2026 are ongoing with relevant agencies, and the final version of the draft will be submitted to Parliament in the near future.
Following the discussion, Natia Turnava, President of the National Bank, and Giorgi Gabitashvili, the Auditor General, presented their opinions and conclusions on the draft budget.
