Parliament Approved Amendments to the Rules of Procedure of the Parliament of Georgia

The Parliament of Georgia considered, under an expedited procedure and in its III reading, the draft Rules of Procedure of the Parliament of Georgia and approved it by 79 votes in favor and 10 against.

The legislative package was presented at the plenary session by the Speaker of Parliament, Shalva Papuashvili.

The amendments clarify the procedures for the resignation, recall, and termination of powers of the Speaker of Parliament, Deputy Speakers, committee chairs, and their deputies.

The changes also regulate the procedures for the nomination of members and the exercise of their mandates in parliamentary committees, factions, temporary commissions, and other parliamentary bodies.

In addition, the amendments address a number of procedural matters related to plenary sessions, including changes to the procedures for the consideration, continued consideration, and voting on draft laws submitted through the legislative initiative process. They also introduce the possibility of a single final vote on legislative packages after the completion of their third-reading consideration and clarify the procedure for the expedited review of draft laws.

Furthermore, the amendments concern the procedure for reviewing reports submitted by persons and bodies accountable to Parliament; the conduct of interpellation proceedings; the procedure for electing members of the Board of Trustees of the Public Broadcaster; the format for hearing the annual address of the President of Georgia; and issues related to the establishment of joint working groups by parliamentary committees.

The amendments to the Rules of Procedure will enter into force on 1 July 2026.
