At Today’s Plenary Session, the Parliament adopted the Resolution on Possible Military Escalation in Ukraine with 74 votes.
The document developed by the members of the Parliamentary Majority Giorgi Khelashvili, Maka Botchorishvili, Levan Karumidze, Givi Mikanadze and Tamar Taliashvili was introduced to the MPs by the First Deputy Chairman of the Foreign Relations Committee Giorgi Khelashvili.
The Parliament, according to the resolution, expresses grave concern about a possible military escalation in Ukraine and condemns any intention directed against a sovereign state and its territorial integrity, which poses a new threat not only to Ukraine but also to regional peace and security.
The resolution further notes that the Georgian Parliament urges on the Georgian government to continue its contribution to the prevention of war in Ukraine by using diplomatic instruments and working closely with strategic partners.
The majority of the opposition, according to Giorgi Khelashvili, is attempting to avoid supporting important state resolutions by providing an excuse rather than a cause.
According to him, the same thing happened to the constitutional record that backed Georgia's integration into the European Union and the Euro-Atlantic area, such as the Parliamentary resolution on foreign policy that referred to Russia as Georgia's occupier, but the UNM refused to endorse it.
Giorgi Khelashvili once again addressed the opposition before the discussion and called for support for the document.
"The opposition, led by the United National Movement, is almost unanimously opposed to the resolution. This is disappointing, because it would be desirable for us to pass a resolution with the support of all political forces. We can boldly conclude that the aim of the opposition is not to participate in the development of real foreign policy, but only political manipulation. I call on other political parties and factions, if not the National Movement, to take a historical perspective and vote for this resolution, because years later, their signatures will not be found on this resolution”, - Giorgi Khelashvili said.
Most of the opposition MPs demanded from the initiators of the draft that the text of the resolution clearly state the Russian Federation, saying that the document would gain support only in this case and would not remain just a one-party document of the ruling team.
Representatives of factions and political groups, as well as individual MPs, expressed their views and positions on the draft resolution.
Teona Akubardia: "Although we consider Ukraine's support significant, this resolution will not have our support, as long as it is empty of content and as long as you do not claim that it is designed for all scenarios and will stand the test of time”.
Fridon Injia: "We believe that this resolution is premature and it should not be. What is happening today in the confrontation and redistribution of influence between these two great, monstrous states is far greater than what we see here today in how to support Ukraine. Of course, we must support Ukraine, but we must put the interests of our country much higher. Do not go in front of the steam locomotive”.
Salome Samadashvili: "The controversy we have been in for a long time is between the free world and Russia. There are no intermediate positions here. You either want to be a member of the free world and you are ready to fight for it to the end, or you do not want freedom and you have to wait and see. Does evil win? Then you will no longer need to deceive yourself and people that you are on the side of freedom. If you were on the side of freedom, how dare you say that today, when Russia is suffocating our strategic ally, brotherly people, who are fighting for their freedom, you have presented a resolution in the Parliament of Georgia, where nothing is said about the perpetrator."
Badri Japaridze: "Once again, I would like to call on this Parliament to have courage and call the aggressor an aggressor. Because it is in our national interests. It is not in our national interest to turn a blind eye to what is happening along the borders of our closest friend and to turn a blind eye to the fact that Russia continues its aggressive policy. If we do not say that the source of this aggression is the Russian Federation, then we are repeating the same message as the official Russian propaganda."
Khatia Dekanoidze: “Everything was very purposeful and this purpose has only one name - it is a particularly flattering and flattering attitude towards Russia on the part of the Georgian Dream. You do not dare to include the Russian Federation as an aggressor in the resolution, when the only demand of the entire opposition was to adopt a joint resolution, to go to Ukraine together, to sit down together and discuss the threats that were necessary."
Sozar Subari: "It is not really a coincidence that the rhetoric of our opponents is completely misguided in the tone of what the President of Ukraine and high-ranking officials of Ukraine are doing. Their interest - the interest of the state of Ukraine and the state of Georgia - are the same, to reduce tensions and avoid war. It will be good if the opposition supports the resolution, however, whether they support it or not, it will be a resolution of the Georgian Parliament and the strong support of Ukraine.
Rati Ionatamishvili: "Russia is recognized as an occupier country and Russia is responsible for the occupation and the deterioration of the state of human rights. This decision is the merit of the Georgian Dream and after that, I think it is against the national interests the propaganda that you have unleashed, you had before and you still have today, as if the Georgian Dream is not a pro-Western force. Who is interested in making such statements in the Georgian parliament - this is Russia, whose interests you usually voice”.
Giorgi Volski: "When we look at the world from a practical standpoint, we can see that achieving a joint resolution is unachievable. In actuality, we can see that the worldwide confrontation is far more serious, severe, and menacing than what has been expressed from this rostrum or location. Georgia is in an advantageous situation. The Constitution reflects our perspective, which is identical to that of NATO member states. Ukraine does not require a war, despite the fact that the whole Ukrainian political establishment is discussing it. This is also evident in the fact that we do not require war. Georgia and Ukraine are in the position that the international community expects them to be in”.
"We offer to sign the resolution regardless of how the opposition votes on it; we want it to be united. It will be beneficial to both you and the state if you share this desire. Our resolve is a document to which you will not be able to object in any way. The resolution's goal is not to portray the Russian Federation as an occupier of our land or to accuse them of wrongdoing in this situation. As a responsible state, we seek to alleviate regional tensions. This is our mission, and the draft resolution reflects it. At the same time, the resolution is geared at bolstering Ukraine's position and, more crucially, Georgia's interests”, - Giorgi Khelashvili, one of the authors of the draft resolution, stated.
