Parliament Hears 2024 Activity Report of the State Security Service of Georgia

At the plenary session of the Parliament of Georgia, the Head of the State Security Service, Anri Okhanashvili, presented the agency’s 2024 activity report.

In his address, A. Okhanashvili highlighted the major threats and challenges faced by the country in 2024 and outlined the measures implemented by the Service in response.

As he stated, the State Security Service continues to perform its national security mandate under particularly complex geopolitical circumstances.

“The regional context, coupled with ongoing armed conflicts in various parts of the world, has a significant impact on the overall security landscape. In addition to the military conflicts of 2020–2024, a new armed confrontation has emerged in recent days, further challenging regional stability”, – A. Okhanashvili declared.

He stressed that, much like in previous years, 2024 was marked by threats aimed at undermining national stability and security. As such, the State Security Service was required to operate in a complex geopolitical environment to fulfill its national security objectives.

“For Georgia, a country with 20% of its territory under occupation, preserving peace and ensuring a stable and secure environment in the region remain top priorities. Effective interagency coordination and close international cooperation with neighboring states in the security domain are essential. Let me underline that the de-escalation of tensions and the peaceful resolution of conflicts have no viable alternative", – A. Okhanashvili stated.

The Head of the Service provided a detailed account of the situation in the Russian-occupied regions and the ongoing unlawful actions carried out by the occupying forces.

According to him, as in previous years, the illegally stationed Russian forces in Georgia’s occupied territories continued to conduct military exercises of various types and scales, alongside other destructive activities.

He further noted that the Service actively worked to secure the release of Georgian citizens held in unlawful detention, employing all available legal tools and mechanisms.

A. Okhanashvili stated that, within the framework of counterintelligence operations, the agency remained focused on identifying the interests, objectives, and methods of foreign intelligence services operating in Georgia.

He emphasized that 2024 was characterized by intensified efforts to destabilize the country’s democratic order, as well as a marked increase in threats.

“Thanks to the agency’s operational, investigative, and analytical work—often in coordination with other state bodies—we were able to neutralize activities inspired by foreign intelligence services that posed a risk to Georgia’s national interests", – A. Okhanashvili declared.

According to him, counterintelligence efforts revealed that both foreign intelligence agencies and internal and external actors were attempting to influence ongoing political and economic processes in Georgia through hybrid warfare tactics.

The Speaker further reported that various actors, both prior to and following the parliamentary elections, attempted to destabilize the political environment and pursue the violent overthrow of the government.

“These activities were funded by foreign sources and coordinated by the leaders of specific parliamentary and non-parliamentary opposition parties as well as NGOs. The organizers of the protests aimed to ‘Maidanize’ the situation", – A. Okhanashvili stated.

He emphasized that the Service’s targeted operational and preventive actions successfully averted destructive developments and preserved a stable security environment.

According to the report, the agency continued its counterterrorism efforts, ensuring the absence of terrorist organizations or structured groups within Georgia. A. Okhanashvili noted that operational and investigative activities in the fight against corruption were also actively pursued throughout 2024.

The Service worked consistently to identify vulnerable sectors and reduce corruption risks in the public domain, implementing appropriate legal measures.

“On a daily basis, we face attempts to undermine our country’s democratic order through threats, disinformation, and other hybrid tactics. I want to assure the public that the State Security Service, with its committed personnel, has always stood guard over Georgia’s national interests. Each of us will continue to fulfill our mission with dignity and efficiency — to safeguard Georgia and its citizens", – A. Okhanashvili declared.

The Speaker of the Parliament, H.E. Sh. Papuashvili, thanked the Head of the State Security Service and its staff for their contributions to national security.

“In the challenging geopolitical environment that Georgia currently navigates, it is thanks to our security system—including the State Security Service—that none of the very real risks have materialized. The secure environment maintained in Georgia is crucial not only for the peaceful lives of our citizens but also for the economic development of our country", – Sh. Papuashvili stated.
