The Open Governance Permanent Parliamentary Council convened a sitting to discuss the commitments stipulated under the 5th Action Plan on Open Parliament for 2023-2024.


The Speaker, the Chair of the Open Governance Permanent Parliamentary Council, Shalva Papuashvili concentrated on three commitments, namely, uploading the political debates on the parliamentary website, the annual conference on parliamentary openness, and civic engagement.


As for the commitment to upload the political debate footage on the parliamentary website, the Speaker underlined that the hereof issue may be discussed in a wider context without being limited to a mere publication of the political debates video footage.


Speaking about the commitment ensuring civic engagement, the positions have been expressed on further improvement of the procedural part of the legal initiatives. When deliberating on the organization of the annual conference on the parliamentary openness relevant issues, the Speaker declared that the procedure of the organization of a conference encompasses no impediments, though the position was offered on the expediency of the introduction of the hereof record into the action plan. Members of the Council provided their opinions on all three commitments.


As the Chair of the Council announced, the next sitting scheduled in the upcoming week will be dedicated to the reconciliation of the positions.


The Council also discussed new forms of the annual report of the Parliament within the 4th action plan and the reports of the Committees and approved them; new forms of the reports shall be submitted to the Bureau for ratification.
