The Code of Administrative Offenses to be amended in view of traffic decongestion in Tbilisi

The Human Rights and Civil Integration Committee discussed the Draft Code of Administrative Offenses. According to one of the initiators, the Chair of the Environmental Protection and Natural Resources Committee, Maia Bitadze, the movement of high-capacity vehicles (Categories M3, N2 and N3) within Tbilisi Municipality on public roads in violation of the time and place established by the Tbilisi Municipal representative body shall be subject to the penalty of 1000 GEL, and penalty of 3000 GEL for the repeated offense.


Besides, the supply of goods for economic activity in violation of the time and place established by the Tbilisi Municipal representative body shall be subject to a penalty of 1000 GEL and 3000 GEL for the repeated offense.


The hereof restriction shall not apply to: the vehicles of public institutions that move for the purpose of the activity of the hereof institutions; the vehicles that are eligible to use blue and/or red special flashing lights; the vehicles of M3 category for regular passenger transportation within the administrative borders, and the vehicles of M3 category for transportation of children; the vehicles that are eligible by the municipal representative body, as well as a respective unit of the City Hall or the legal entity established by the municipality. As she noted, the amendments aim to improve the traffic in Tbilisi.


“The movement of high-capacity vehicles during the rush hours will be decreased, which will allow decongestion”, - she noted. The Committee endorsed the Draft.
