The Chair of Foreign Relations Committee, the Head of the Parliamentary Delegation to PACE and the Vice-President of the Assembly, Tedo Japaridze participates in PACE Standing Committee and Bureau in Paris. He chaired the significant part of the sitting in capacity of the Vice-President of PA.
The session defined the agenda for further sittings. The agenda includes the speech by the Prime Minister of Georgia, Giorgi Kvirikashvili on April 21. The Committee supported the issue.
The issues of the session concluded the speech by the President of Venice Commission, Gianni Buquicchio, speaking about current activity of the Commission. He emphasized importance of relations between political majority and minority and cited a famous Italian philosopher and writer, Umberto Eco concerning responsibilities of political majority and minority.
Tedo Japaridze also participated in the discussion. He as well emphasized the quote by U. Eco and noted that the majority, being the ruling force, carries the greatest responsibility for management of political processes and seeking for compromises. However, the minority also carries responsibility. “Can minority be always right only because it is minority similar as can majority be always right?”- he stated.
“Minority is imposed not only with responsibility but with obligation to be constructive and to care about interests of the country upon any action. Mutual respect is crucial between the both political powers. We shall not consider that majority or minority can always be right. Of course it is the greatest mistake when minority boycotts majority, which is manifestation of unconstructive actions entailing damage of interests of the country” – Gianni Buquicchio esponded.
He named some examples from political life of CoE states and noted that one of the way for solution of this problem is PACE podium.
