The Committee discussed the legislative initiative of MP Roman Gotsiridze – the Draft Law on the National Academy of Sciences. Per the elucidations by the author, the Draft aims at reorganizing the National Academy of Sciences and the Georgian Academy of Agricultural Sciences.

According to him, the National Academy of Sciences fails to fulfill the commitments assumed under the Law. At that, the amendments modify the current financing model of the National Academy of Sciences.

The Committee discussed information submitted by the National Academy of Sciences to the Committee concerning the legal initiative. In line with submitted information, deriving that the activities of both Academies are governed under one Law, the modification of the financing component will apply to both of them.

At that, the establishment of a different financing rules for the members of the Academy contradicts with the applicable law inasmuch as the persons with equal status shall not enjoy different rights and carry different duties pursuant to the Constitution. The Committee declined the initiative.
