The Legal Issues Committee reviewed several draft laws under an expedited procedure at II reading and supported their consideration at the plenary sitting.

The draft Administrative Offences Code introduces changes related to road safety and liability for certain administrative offences. In particular, the system of liability for exceeding the established speed limit is being revised. Unlike the current regulation, exceeding the speed limit by more than 50 km/h will be classified as a separate offence, for which a specific administrative penalty will be established.

According to the Chair of the Legal Issues Committee, Archil Gorduladze, the draft law also includes a provision allowing distribution vehicles to stop in designated bus lanes for unloading cargo between 1:00 a.m. and 6:00 a.m., when public transport services are not operating.

The draft law on the Investigation Service of the Ministry of Finance of Georgia clarifies the requirements for recruitment to the Investigation Service.

The amendments stipulate that a legally capable citizen of Georgia who is at least 18 years old and no older than 40 years of age may be recruited to the Service, provided that he or she meets the special qualification requirements established by law and by an order of the Minister of Finance. In addition, the draft law establishes mandatory retirement ages for employees holding state special ranks, depending on their rank category. Specifically, the retirement age is set at 60 for employees holding junior and middle state special ranks, and at 65 for those holding senior and highest state special ranks.

The draft law on the Legal Status of Aliens and Stateless Persons, submitted by the Government of Georgia under the legislative initiative procedure, provides for the clarification of legal mechanisms related to the entry, stay, residence permits and expulsion of foreign nationals in Georgia.

The amendments regulate immigration visa categories, including the introduction of provisions related to the D6 visa category for the educational purposes of minors. They also establish procedures for issuing residence permits to spouses of Georgian citizens and for verifying the authenticity of marriages, while clarifying residence conditions related to educational and employment activities. Furthermore, the draft law provides legal regulation of matters concerning state and public security grounds, appeal procedures, and the expulsion of foreign nationals from Georgia.
