Healthcare and Social Issues Committee Reviews Q1 2025 State Budget Performance Report

The Committee reviewed the three-month performance report on the execution of Georgia’s 2025 State Budget.

According to the First Deputy Minister of Finance, Giorgi Kakauridze, the country has maintained a high pace of economic growth, which reached an average of 9.3%. He noted that annual inflation stood at 3.5% in March, while the average inflation rate remained at 1.7%.

G. Kakauridze reported that Georgia’s foreign trade turnover amounted to USD 5,618.6 million in the first quarter of 2025, including USD 1,401.2 million in exports and USD 4,217.4 million in imports.

He also stated that 1,172.3 thousand international visitors arrived in Georgia during Q1 2025, reflecting a 1.3% increase compared to the same period of the previous year.

“The consolidated budget revenue forecast for January–March 2025 was set at GEL 6,406.3 million, while actual revenue reached GEL 6,541.2 million—equivalent to 102.1% of the target", - G. Kakauridze noted.

Regarding the state budget, the projected revenue for the same period was GEL 5,581.2 million, while actual mobilisation amounted to GEL 5,700.4 million—again 102.1% of the forecast.

According to G. Kakauridze, the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs disbursed GEL 2.199 billion in the reporting period—99.6% of the quarterly plan and 24.9% of the annual plan.

“The Ministry is implementing its programmes with consistency and precision. In terms of allocation: over GEL 1.562 billion has been directed towards social programmes, more than GEL 541 million towards healthcare programmes, and GEL 26.3 million towards employment initiatives", - he stated.

The Committee gave a positive assessment of the report.
