Mamuka Mdinaradze: we need to strictly and distinctly dissociate the propaganda of the non-traditional lifestyle and the protection of human rights

“Back then, when in 2017 we introduced a record to the Constitution that the marriage constituted a union between a man and a woman, we were reproved urging that it was not relevant; however, time proved that the records were introduced to the national legislations of our friend countries legalizing the same-sex marriage. Today, when some forces try to „pass these issues off” to and defuse human rights protection and propaganda, we intend to prevent it. We need to strictly and distinctly dissociate the propaganda of the non-traditional lifestyle and the protection of human rights”, - the Parliamentary Majority Leader, Mamuka Mdinaradze stated at the universal-public consideration of the Draft Constitutional Changes and the Draft Constitutional Law on Protection of Family Values and Minors in Kutaisi. According to him, the rights of every person shall be equally protected.


“The rights of each citizen regardless of anything shall be equally protected in a prevailed manner. However, at the same time, when speaking about the protection of rights, we need to ensure that our children and future generations, the future of our country, family values and minors shall as well be protected”, - he stated adding that according to the surveys of the international organizations, the propaganda of non-traditional lifestyle affects people.


“Based on the survey by “Gallup”, the propaganda of non-traditional lifestyle affects people – it is the confirmed assertion not invented by us but affirmed by the competent international organizations”. If we strictly dissociate these two concepts, we would stand righteous toward every single person – we would protect their rights and protect our family values, traditions and culture”, - he stated.


Pursuant to the Constitutional change, a new paragraph 3 is to be introduced to Article 30 of the Constitution in the formulation as follows: “protection of family values and minors are safeguarded under the Constitutional Law of Georgia, which is an integral part of the Constitution of Georgia”.


The Draft Constitutional Law on Protection of Family Values and Minors stipulates the issues related to marriage, adoption and foster care, gender-affirming surgery, an indication of gender in the official document, application of gender-based concepts, assembling and information dissemination.


The Draft aims at the enhancement of the mechanisms for the protection of family values based on the union of a man and a woman and the best interest of the minors.
