Mikheil Saakashvili, the President of Georgia Delivered the Annual Report to the Parliament

Mikheil Saakashvili, the President of Georgia delivered the annual report to the parliament. In his speech the President touched upon the situation in the country, the challenges the country encounters, the results of the previous years, the future plans and the policies chosen by the country.

In the beginning of his speech the President commemorated the deceased MP Giorgi Arsenishvili, the former Chairman of the Committee on Human Rights and Civil Integration and spoke about his contribution and the activities.

During his address from the parliamentary tribune, the first person of the country emphasized the social problems of the population and unemployment. "I often travel throughout our country and I speak to representatives of all professions, unemployed and employed and from this tribune today I would like to speak for all our unemployed citizens and to share their difficulties with you. I want to highlight for you their hopes and expectations. I want to speak about their problems and hardships”,- Saakashvili stated. According to his statement, the rising prices and a more expensive life represent the painful problems of Georgian citizens and despite these all being related to the global economic processes, the government of the country is looking for the ways out of it.

"The Government of Georgia is undertaking all the necessary measures in order to alleviate, at least to some degree, the burdens that have made life so expensive for our people and we will begin to distribute vouchers for electricity to all families in Georgia. Each voucher will cover 20 GEL cost for energy. Starting in March, meanwhile, every family in Georgia will receive 30 GEL in food vouchers, which will be distributed to them in accordance to the permanent place of residence”,- the President of Georgia stated during speaking about the planned state measures.

Mikheil Saakashvili stated that one of the main instruments for fight against the rising food prices would be the development of Georgia’s own local agricultural industry and he also spoke about the measures that were implemented in the field of agriculture in the latest period. "The crop production intensification program will be commenced, which envisages to increase availability to the high-yield wheat and maize seeds for our farmers and peasants. Any interested person may receive high-yield and will have seven months to pay for them - that is, after they have profited from the increased harvest”,- the country’s first person stated.

The President of Georgia spoke about the reforms already implemented in the field of agriculture in Georgia and the future measures as well. He emphasized the irrigation, mechanization, warehouse enterprises and logistic center in that regard. "We plan to increase financing of agriculture by 150 million GEL that will enable us to double the production for 2015”, - the President stated.

In his speech Mikheil Saakashvili addressed the issue of unemployment and noted that the investment in the large-scale projects are ongoing as the result of which the country’s infrastructure will be developed on the one hand and on the other, the local population will be employed and the new working places will appear.

During presentation of the infrastructural projects the President paid the special attention to tourism and noted that Georgia had a big touristic potential.

Tourism is a tool to revive our economy in a relatively short timeframe in regions where recession and unemployment are prevalent today. This is why today, with the state's direct participation and very intensive cooperation with the private sector, new resorts are being built and traditional tourism is being developed. "Our plan is pretty ambitious, but we will fulfill it by all means: In 2015, the number of visitors to Georgia will reach 5 million”,- Mikheil Saakashvili stated.

The President spoke about the other priority areas of the country and named the energy projects and construction of the oil processing plant as the most important challenges of the new economic course . According to his statement, several taxation procedures were facilitated for the implementation of a new course that helped to create a liberal environment for development of business in the country.

"One of the components of the entrepreneur’s confidence is in the access to any business activity, access to the markets and an open economy - that is, an economy without monopolies!

During discussion of the country’s economy Mikheil Saakashvili spoke about the introduction of the high-tech industry and promotion of the informational and calculation sciences and notes that soon in Georgia the first computer production will start with the license from "Intel”, which will produce the high-tech computer goods.

In his speech the President touched upon the reform of the education field and the issues of development of the schooling systems as well. According to his statement, the process of computerization and equipping is ongoing thoughtout the country and internet will be available in the all regions and settlements of Georgia.

Mikheil Saakashvili touched upon the healthcare field as well and noted that by 2013 100 new hospitals will be operating in Georgia, which will be fully privatized that excludes corruption in the field of healthcare and ensures the high0quality service. "We are aiming to improve the provision of insurance in healthcare and to make it widely available. By 2015, one million more people will have insurance, and we will have more over people with insurance”, - the first person of the country stated from the parliamentary tribune.

In his address the President spoke about numerous important events of the last year and underlined some legislative and political reforms, among them introduction of the jury trial, direct elections of Tbilisi Mayor and endorsement of a new Constituent. From the parliamentary tribune the President called on the political parties to cooperation and the joint implementation of the system of mutual checks and balances between the braches of the power. He also spoke about the diplomatic achievements and noted that the international society calls Russia an occupier and there is no longer any question regarding where international law stands.

"Our unyielding position is to be devoted to peace and to restore what was damaged by war and aggression only through non-violence, constructive engagement, development and reform. This is why we are ready for dialogue with Russia, but we will never tolerate the partition of Georgia and the occupation of our country”, - Mikheil Saakashvili stated.

At the end of the address the {resident spoke about the problems of the IDPs and noted that  the Government undertook the obligation to do everything in order to give our IDP compatriots the possibility of a decent life and in the framework of this obligation the IDPs are accommodated in the private property instead of the temporary settlements.

"I address all the problems and complaints of our IDPs with attention and understanding. we are trying to help all of them improve their difficult living conditions. No IDP family will be left without care and support!”, - the President stated.

The President of Georgia titled the annual report by a single word "Modernization”. According to his statement, modernization means a victorious Georgia, where the politicians and the society join together to defend the interests of the country. Georgia, where individual freedom is a cornerstone of the country and which will achieve its deserved place in the international system as an integral and a sovereign state.
