Bill on Narcotic Drugs, Psychotropic Substances and Precursors, and Narcological Assistance adopted for the III reading

The Parliament, at the extraordinary plenary session, deliberated the Bill on Narcotic Drugs, Psychotropic Substances and Precursors, and Narcological Assistance for the III reading and in an expedited manner, and adopted it with 82 votes. The Bill was introduced by the Chair of the Health Care and Social Issues Committee, Zaza Lominadze.
In accordance with the Bill, the sole responsibility for the import and wholesale of narcotic drugs and psychotropic substances, as well as the replacement opioid therapy, will be vested in the state-established institution.
The reporter reviewed the amendments introduced to the Law upon the I and II readings, pertaining to the effective date.
According to the new paragraphs, the legal entity is entitled to ensure the import of the narcotic drugs and psychotropic agents as of October 1, 2025, in case of the submission of the respective documents certifying the acquisition of the narcotic drugs and psychotropic substances before the law-established date to the State Regulation Agency of Medical and Pharmaceutical Activities.
