The Parliament to develop the legal regulations preventing the placing of the political advertising banners containing hate speech in the pre-electoral period

The Legal Issues Committee approved the legal initiative of “Alma” Ltd. envisaging the introduction of the changes to the Election Code and/or respective legal acts to restrict/prohibit the placement of the advertisements in the municipal cities and other municipalities containing the hate-speech in the electoral and public political sphere, entailing the polarization and aggression of the society, or being unethical, unconscientious and insulting other persons.
The Committee approved the draft with the reservation to reserve the right to determine the type of the legal regulation.
“The greatest part of the society agrees that the hate and humiliating speech in the pre-electoral process is unacceptable. The legal initiative is not submitted in the form of the bill to restrict us in discussions, so, we propose to use the idea, concept and the context of this initiative and convert it into the basis for the discussion to further outline whether this issue will be regulated only in the pre-electoral period or beyond this process”, - the Chair, Anri Okhanashvili stated.
All parties concerned will be allowed to participate in the development of the bill. Pursuant to the Rules of Procedure, “if the legal proposal is submitted in the form of the main principles and certain initiatives of the developable Bill and the leading Committee recognized it acceptable, the Committee in consent with the Bureau, shall within an established term develop the Bill and submit it to the Bureau in an order stipulated under the Rules of Procedure”.
