Parliament Endorsing Draft Law on Public Service in First Reading

The Parliament approved, in the first reading with 83 votes in favor, the amendments to the Law on Public Service along with the accompanying legislative package. The changes introduce a new concept—a person equated with a civil servant, which includes the heads and deputies of certain public legal entities (LEPLs).
The draft law was presented during the session by Tornike Cheishvili, First Deputy Chair of the Legal Issues Committee.
According to T. Cheishvili, the amendments remove the simplified competition procedure from the Law on Public Legal Entities concerning the appointment of LEPL heads and their deputies.
Following the changes, the appointment of individuals to these positions will fall under the prerogative of the relevant state supervisory body or the head of the institution overseeing the specific public legal entity.
Additionally, the bill introduces a provision ensuring that employees dismissed due to reorganization or staff reductions will receive appropriate compensation.
