The Rules of Procedure to be amended in view of the improvement of the Parliamentary Oversight Mechanisms

The Draft Rules of Procedure discussed and approved with the III reading by the Procedural Issues and Rules Committee envisages the improvement of the Parliamentary oversight mechanisms.


“The Draft envisages the fulfillment of one of the EU recommendations. At the III reading, the editorial remarks have been expressed and reflected in the Draft, no contextual changes have been introduced”, - the Chair, Irakli Kadagishvili stated.


The Committee discussed yet another Draft Rules of Procedure, initiated by MPs Shalva Shavgulidze, David Usupashvili and Ana Natsvlishvili. As Sh. Shavgulidze elucidated, if the leading Committee fails to discuss the Draft within the term established by the Bureau, the document shall not be recognized as recalled upon the expiration of the session as currently stipulated under the Rules of Procedure. The initiator shall be entitled to submit the Draft to the plenary session without the conclusion of a leading Committee. As elucidated, the effective Rules of Procedure already provide a respective record, namely, if the leading Committee fails to adhere to the consideration terms, the issues may be submitted to the Bureau to include the Draft in the plenary agenda. Providing hereof, the Committee rejected the Draft
