The First Deputy Chair of the Committee,Shalva Kiknavelidze touched upon the special report by the Public Defender: “The Public Defender has submitted the special report to the Committee along with the Justice Minister on the situation in the penitentiary systems. The Committee heard the positions of both parties. The system violations are no longer detected in the penitentiary, due to which we cannot share the estimation by the Public Defender. It was especially underlined the scales of governance of the jails by the criminal sub-cultures and also the scales of violence. The Committee declares that human rights protection is an uninterrupted process, where despite the achieved progress, the state shall constantly aspire to further improvement of the standard”.

The Committee agreed with the conclusion. Today, the Committee, pursuant to the Rules of Procedure, set up the Working Group on the basis of the Parliamentary Resolution on the Report by the Public Defender on Human Rights and Freedom State in Georgia for 2018. As Sh. Kiknavelidze noted, the Group shall monitor fulfillment of the recommendations of the PD.

The Committee discussed the package by the Government envisaging establishment of the LEPL Digital Governance Agency as a result of a merge of the LEPLs Data Exchange Agency and “Smart Logic”.

According to the First Deputy Justice Minister, Mikheil Sarjveladze, against the progress of the rapid growth of e-service customers and progress in the e-service sphere, the Agency will facilitate development of digital governance and issue of e-services in “One-Stop Service” scopes.
