The Defense and Security Committee heard Grigol Giorgadze, the Deputy Defense Minister, reporting on the reforms within the new conscription national military service system and the empowered reserves.

As the reporter observed, in line with the new Defense Code, the new regulations on the conscription service and service terms became effective as of January 1, 2025.

According to him, the first stage of the reform envisaged the establishment of the LEPL Military Conscription and Recruiting National Agency at the Defense Ministry, equipped with the novel conscription software.

“The undertaken reform envisions that the conscripts shall serve in the Defense Ministry system solely. They shall be recruited through the e-system established within the special reform by the random selection”, - he reported.

As the reporter accounted, the legal amendments facilitated the elimination of evasion from the military service. The mobilization reserve, he pointed out, serves as one of the key components for ensuring the defense capacity of the country, which consists of the general and high combat readiness reserves.

“The high combat readiness reserve is mobilized for the recruitment/completion of the defense force divisions, enhancement of their combat readiness, and empowerment of the combat power structure”, - he reported.

The types and duration of the conscription service have been revised in accordance with the objectives outlined within the reform. The national conscription service term will now be 6, 8, or 11 months, commencing from 2025, instead of the previous 12 months. Additionally, salaries have been enhanced to incentivise voluntary conscription.

“The undertaken modifications surpassed the anticipated activities among the conscripts, as evidenced by the fact that nearly half of the conscripts in 2025 have voluntarily registered, which is a source of our pride”, -  the reporter noted.

According to his assessment, the dynamics of applicants seeking military registration remain consistent even eight months after the conscription of 2025.

“We may state that amendments introduced so far proved to be successful; according to the available data, the conscription plan for 2025 is to be fulfilled with 100%”, - he concluded.
