The working visit of Victor Dolidze to Baku

The Co-Presidents of EuroNest PA, Victor Dolidze and Heidi Hautala served the working visit to Baku, scheduled after unilateral termination of EuroNest PA activity by Azerbaijan. Due to the number of reasons, the visit coincided with escalation of Azerbaijan-Armenia conflict around Nagorno-Karabakh. Despite of the hereof facts, the Co-Presidents met with the legislative and executive officials of Azerbaijan.

“Our primary task is to return Azerbaijan to EuroNest PA activity. Under the grave conditions in the country, our visit to Baku grants importance to negotiations. Within EaP, based on international law principles, territorial integrity and sovereignty of the countries are sacrosanct”, - V. Dolidze stated.

He expressed commitment for consultations in Tbilisi or Baku. Mrs. Hautala offered to set up the working group on Nagorno-Karabakh or to consider the issue within EuroNest PA. “I am sure that the debates scheduled on April 12 in EP will be correct, especially when the EU High Representative for Foreign Affairs and Security Policy, Federica Mogherini will deliver the report”. As the hosts stated, Azerbaijan was the pioneer of cooperation in EuroNest PA, though they consider that no essential benefit can be gained from the process.

As noted, the Speaker of Azerbaijani Parliament sent the letters and opinions to the President of EP, Martin Schulz, though no response has followed. Unlike Armenia, Azerbaijan is not tend to access Eurasian Union but is not tend to access to NATO and EU as well. Azerbaijan has the clearly outlined policy regarding accession to NATO and EU, which implies approximation therewith, economic, energy and security cooperation as well. On April 12, 2016, the EP intends to adopt the resolution in Brussels on Nagorno-Karabakh events, which can play crucial role for future relations between Azerbaijan and EP. The Eastern Partnership Foreign Ministers schedule to convene in Brussels in May.
