According to the Chair of the Sector Economy and Economic Policy Committee, Roman Kakulia, the Bill on E-Communications is to be discussed on July 14

The agenda of the sitting of the Committee envisaged the bill on E-Communications, and the bill on Broadcasting, however, the consideration was postponed to the next day, as the Chair, Roman Kakulia stated: “The bill on Broadcasting will be recalled, and as to the bill on E-Communications, the consensus between the providers and the National Communications Regulator Commission has not been achieved. Hence, I offer to postpone the consideration to July 14 to use this day for achievement of the consensus. I understand that we speak of a very important issue – state oversight on the critical infrastructure but this process also requires the maximal mutual understanding between the regulatory body and the companies. They met on Saturday and we still have the resources to achieve the agreement”.

The bill was submitted for consideration on July 10, where the reporter, the Chair of the GNCC, dwelt on the essence of the change.

The bill grants the GNCC with the authority to apply all the sanctions to any party authorized or licensed in this sphere and thus, by availability of this mechanism, the bill fills the gap in the current law. After long and acute discussions, the Committee stopped the consideration and held the additional meeting with the GNCC and the operators on July 11.

Today, the Committee voted and approved the bills on:

  • The bill by Roman Kakulia on Competition;
  • The bills by Nino Tsilosani, Kakha Kuchava, Sulkhan Makhatadze, Guram Macharashvili, Goga Gulordava, Giorgi Gachechiladze and Mamuka Mdinaradze on Code of Administrative Offenses, and Criminal Code;
  • The bill by Merab Kvaraia, Paata Mkheidze, Goga Gulordava, Koba Lursmanashvili and other MPs on Social Allowance.
