After the Consideration of the Annual Report Delivered by the President of Georgia, Mikheil Saakashvili, the Debates were held at the Parliament
The debates were held at the parliament after the completion of the presidential annual report on the situation in the country. Not only the chairman of factions took part in the debates, as it is envisaged by the regulation of the parliament, but according to the already established tradition, all MPs who desired to deliver a speech participated therein, on the basis of the agreement reached as the result of the consultation with the chairman of the parliament.
Giorgi Akhvlediani, the chairman of the "Christian-Democrats” faction bitterly criticized the activities of the ruling team. According to him, it has been 7 years the President has not fulfilled his promises and is reluctant to give adequate responses to the posed questions. The MP concerned the fact of dissolution of the veterans’ demonstration and stated that the veterans are the most disregarded citizens, because they have been ignored.
According to Giorgi Akhvlediani, the promises pledged before the Internally Displaced Persons have not been fulfilled and the pecuniary compensation has not been distributed to them. The Chairman of the "Christian-Democrats” faction stated that he considers elimination of corruption at the low level a big success of the government, however, as he stated, the big amount of money has been spent unreasonably from the reserve funds.
According to Gia Tortladze, the Chairman of the "Powerful Georgia” faction, it is essential to settle the problems of the IDPs more rapidly and it is necessary allocate the solid funds for that purpose. He called on the government to reduce spending in the ministries. In his speech the MP touched upon the issues of the agriculture, increase of the pensions and general social issues; spoke about the acceleration of the reform of the judiciary and the need of commencement of the joint grand movement of de-occupation.
According to Pavle Kublashvili, the member of the United National Movement faction, when the sums are allocated from the reserve funds for the development of Batumi, Sighnaghi and Mestia, and even when used on holding the events there, this aims at the development of tourism in the country and is destined for creation of the working places and doe guaranteeing people’s income.
Pavle Kublashvili proposed the parliamentary opposition to speak about the gasification of the residence places of the IDPs, legalization of their property; that they will be granted the lands in case they wish so and they can gain their own living, instead of criticizing the state policy. According to the member of the "United National Movement”, Georgia will never go back to the mud of the criminal and mafia world. "Our opponents have mentioned that we have dressed the kids in the police uniforms. It is not a tragedy when kids are dressed in the uniform and dream about becoming a policemen, the tragedy would have been if our children had been brought up with the criminal mentality”, - the MP noted.
Paata Davitaia, the chairman of the "Powerful Georgia” faction spoke about the problems of the veterans. According to him, the resettlement of the IDPs is not based on the State Strategy and thus, it is ongoing painfully. Paata Davitaia addressed the President and stated that he was misled, because instead of 25 000 families only 7260 were granted the ownership over the apartments.
According to the assessment of the Deputy Chairman of the Parliament, Georgia has achieved success on the international arena last year and the term "occupation” has been applied. Simultaneously, he called on the Government of Georgia to such actions that would restore confidence of Abkhazians and Ossetians. "If we want to return back these territories, we should care for the people”,-Paata Davitaia stated.
Levan Vepkhvadze, the Deputy Chairman of the Parliament, the member of the "Christian-Democrats” faction in his statement noted that Georgia has a potential to have the gas at the lower price than it is now. According to him, Georgia does not use the agreement concluded with Azerbaijan and simultaneously does not make Gazprom pay the transit fee. The President assessed the corresponding statement of Levan Vepkhvadze as a "fundamental lie” and asked the MP to name a European country, which has the gas at the lower price than it is in Georgia.
According to the statement of Mikheil Machavariani, the First Deputy Chairman of the Parliament of Georgia, the most important issues of the country for the given moment are: the economic modernization, introduction of the new technologies in the agriculture and the development of tourism. According to his information, employment is the main tool in the struggle against corruption. Mikheil Machavariani recommended the opposition to shift to the modernization time.
George Tsereteli, the Deputy Chairman of the Parliament of Georgia spoke about the healthcare issues. According to him, the government is aware of all of the difficulties that are present in the respective field. George Tsereteli noted that during the last two years 32 new hospitals have been constructed and 114 more are under construction. According to him, the insurance system has been rapidly developing in the country and it is expected to expand the insurance market farther. As regards the prices for the medications, according to the statement of George Tsereteli, the prices have decreased by 20-30 % after the Parliament adopted the corresponding laws in that field.
Jondo Baghaturia, the MP without a faction, the Leader of "Kartuli Dasi” (Georgian Group) in his statement spoke about the judicial system, the problems of the IDPs, veterans issue, the foreign policy of the country, agricultural policy, pensions and the social issues. According to the MP, the justice has become a source of revenue and the vast share of the budget is filled by the plea agreements. Accordingly, the numbers of the prisoners has increased dramatically.
As he stated, the renewed persecution of the IDPs has been ongoing in the country. According to the MP, the fact of dissolution of the veteran’s demonstration in front of the memorial was unjustified. According to Jondo Baghaturia, there are some corrupt officials in the government, who become richer on the basis of impoverishment of the population. The MP remarked that agriculture- the leading field of Georgian economy has been devastated, instead of finding new markets. 80% of Georgian market was captured by imported low-quality and frequently generically modified products.
According to the statement of the leader of "Kartuli Dasi” (Georgian Group), "the pension does not reach the living minimum. The Government has turned away from the own citizens and refuses to rise the pensions, refuses funding of the referral health programs and totally refuses to finance the social programs”. The MP called on the President to eliminate all unfair spending and urgently raise the pension to 100 USD, direct all resources to employment and especially, agricultural development.
According to Giorgi Tsagareishvili, the MP without the faction, the President has not spoken about the grave reality that exists in the country. According to him, the number of the prisoners is very huge in the country, Georgia is on the first place by the people who asked for the political asylum; Georgia is on the 116 place by the protection of the private property and on the 104th place by the independence of court. According to the statement of Giorgi Tsagareishvil, the agriculture is devastated as a field and that has aggravated the situation of the population. According to him, as the result of the wrong economic policy of the country the unemployment rate is high, the foreign debt is big, the living minimum has reached 150 GEO, inflation has exceeded 12%.
The MP accused the President and its political team of inability of battle against inflation and added that the Government does not possess the political will for that, if it were otherwise, the 2011 budget would be directed not to the bureaucratic expenses but the creation of the elementary conditions for the IDPs and the veterans.
According to the statement of Giorgi Tsagareishvil, the President does not possess the resources for building confidence with Abkhazian and Ossetian peoples and the ability to normalize relationships with the neighbour. As the result of its politics Georgia as never has been far from integration to the Euro-Atlantic area.
On behalf of the "Free Democrats” the MP called on the President "to support the qualitative change of the electoral environment; make steps towards depolarization of the police, ensure independence of the court and media; protect business from the state racket.
Magdalina Anikashvili, the member of the "Christian-Democrats” faction demanded the state funding fir the first and second stages of the oncologic diseases. According to her statement, as the researches have revealed the diseases are the most common in the people in their 40s, while the state is funding the oncologic diseases only partially and among the pensioners. Magdalina Anikashvili demanded increase in the budget of for the healthcare and restoration of the referral programs in accordance to the old system.
The MP also spoke about the insurance system. According to him the insurance companies act dishonestly that should be regulated by the state.
According to the statement of Akaki Minashvili, the member of the parliamentary majority, after the speeches of the parliamentary opposition about the restriction of the freedom of speech in the country, he has doubts regarding the political culture of the opposition. According to him, there are approximately 20 talk shows in Georgia where the opposition is more frequently represented than the government and the pre-election broadcasting was provided to the opposition more than to their counterparts. Akaki Minashvili, called on the opposition to get accustomed to the statistics, before they start criticizing the judicial system, according to which the trust of the population towards the court system has increased by 70%. He also underlined that the opposition is represented in a number of important commissions, among them the Security Council and after that it is impossible to speak about the restriction of the freedom of speech and democracy.
Akaki Minashvili noted that last year the country had the successful foreign policy, as the result of which the terms "occupation” and the "ethnic cleansing” were ascertained.
According to the statement of Guram Chakhvadze, the member of the "Powerful Georgia” faction, the party "NDP” has identified positive as well as negative sides in the activities of the government. According to him,” in the context of the poverty and unemployment, the increase in the utility fees and raw materials will create the real basis for the social unrest; one is there near at hand”.
In his address speech the MP spoke about the eviction of the IDPs and the facts of revelation of the high ranked officials in the corruption crimes. According to him there are no prevention mechanisms for the crime, According to the MP, the issue of social inequality is acute in the country: "Mr. President, if we might it and adopted a progressive constitution, implemented the reform of the police and laid the roads, why it is not possible to conduct the principal foreign policy, why can’t you demonstrate the same will in the battle against social inequality and the elite corruption”?
Guram Chakhvadze stated that it is necessary to think about a new architecture of the social security that implies "unemployment insurance, active employment policy, development of pension and insurance system”. He drew attention to the necessity of agrarian reform as well’ Georgian village as never needs state support as it is done in the civilized countries; whether b y the new technologies, budgetary subsidies or the insurance and cooperative systems.
Mikheil Saakashvili, the President asked the MP to name the corrupt officials. According to him, when he was the member of Eduard Shevardnadze’s government, he named in person the corrupt officials. Guram Chakhvadze did not name the corrupt ministers and noted that if he had any document, he would have said, According to him, in the corrupt officials he meant the officials the detention of which was not once broadcast. The President stated that without particular cases, he will not accept the accusation.
Zurab Melikishvili, the member of the ‘United National Movement "faction blamed opposition for populism. He called on the opposition to better familiarize with the situation in Georgia and the geopolitical location of Georgia and the challenges that have arisen before us. Zurab Melikishvili spoke about the implemented reforms in the country and the legislative changes in that direction:” the Tax Code was adopted that is based on the partnership and not the policy of ambuscade; on provision of benefits, activation of pre-luminary caution mechanism. He once more called on the opposition to remember what grave economic situation was in the country in 2003 before the "Rose Revolution’.
In his speech the leader of the parliamentary minority Giorgi Targamadze addressed the president to guarantee such a political system and the environment where it will be possible for the opposition to come to the power via elections. According to him instead of decrease of the taxation pressure, stimulation of economy and solution of the social problems, implementation of the judicial reform and restriction of the monopolies, the "utopian projects” were launched, "anti-crisis program” and etc. According to the statement of Giorgi Targamadze, instead of decreasing prices on the electricity that would have the immediate effect-decrease in the utility fees, the utility fees were merged in one bill that is impermissible according to the leader of the minority. The budget has been inadequately wasted. He also spoke about the inflation, issue of increasing the pensions, living minimum. According to Giorgi Targamadze, there are the real reforms to be implemented in the judicial system.
According to Giorgi Gabasvili, the member of the parliamentary majority, the part of the opposition of not competent and the part insane, who has no chance and variant to come to the power? According to the statement of Giorgi Gabasvili, in parable with existence of such opposition the permanent way of the government will be the development, construction of the highways, education, elimination of the budgetary deficit and etc. According to him it would be better if the opposition considered the events within the context and not isolated.
According to the evaluation of Petre Tsiskarishvili, the Leader of the Parliamentary Majority, the report of the President has elucidated that the government is well aware of the challenges, problems and the issues that the citizens think about and that hurts them. According to him, when one knows a problem and the ways to its solution, one will definitely reach success.
After the completion of the speeches of the MPs Mikheil Saakasvili, the President of Georgia delivered a concluding speech and answered to the questions that were raised during the debates by the MPs.
