The Committee discussed for the I reading the Draft Law on Recognition of Property Right on the Land Plots under the Ownership (Usage) of Natural Persons and Legal Entities of Public Law; and the Draft Law on Rule of System and Sporadic Registration of Rights on Land Plots and Improvement of the Cadastral Data, introduced by Iago Khvichia.

According to him, the current legislation prohibits persons from registering the land plots arbitrarily occupied since 2007 or under lawful ownership. As he added, the Draft allows the legal entities and natural persons to register their land plots owned before and after 2007.

“Under system registration scheduled for accomplishment in 2025, all rural residents will be allowed to register the land plots under their ownership based on the consent of the neighbors within the respective area, which in my belief, is quite equitable”, - the Chair of the Committee, Nino Tsilosani noted.

According to her, the initiative proposed will create gaps allowing certain individuals to unlawfully register non-agricultural lands since the registration of agricultural lands is regulated under the system registration.

“The Draft will trigger even more predicaments in case of the premises and hence, the risk is high that the non-residential premises arbitrarily occupied in the adjusting area of the land plot under lawful ownership will be legalized and merged”, - she added.

The Committee rejected the Drafts.
