Legal Issues Committee Deliberating Draft Law on Assemblies and Manifestations in II Reading

The Legal Issues Committee discussed the amendment to the Law on Assemblies and Manifestations in the second reading, article by article in an expedited manner.

The proposed amendment seeks to provide clarity on prohibitive measures outlined in the law. Specifically, the draft law stipulates that participants in an assembly or demonstration are prohibited from erecting a temporary structure if such construction: a) poses a threat to the participants or others involved; b) hinders the police's ability to maintain public order and security; c) disrupts the normal functioning of a business, institution, or organization; d) is unrelated to the purpose of the assembly or demonstration.

According to Givi Mikanadze, one of the initiators of the draft law, the Chairman of the Education and Science Committee, the draft law does not limit the right to assembly and demonstrations.

"This is not a bill aimed at restricting gatherings and demonstrations. Instead, it focuses on auxiliary means that may be used by representatives of the assembly and demonstration during such events”, - Givi Mikanadze noted.

The Legal Issues Committee endorsed the bill.

The draft law is a legislative initiative of MPs: Anri Okhanashvili, Irakli Beraia, Givi Mikanadze, Rati Ionatamishvili, Irakli Shatakishvili, Tengiz Sharmanashvili and Aleksandre Tabatadze.
