Levan Bezhashvili: the attachment of the status of the oligarch, as stipulated under our Draft, is related not to any of the political or state bodies but to the Constitutional Court

“The Draft we offer against the oligarchic governance is principally different and unique in terms that it envisages the Georgian context related to the problems of the oligarchic governance, provides the signs and criteria of the oligarchic governance and stipulates far voluminous and different criteria of the attachment of the status of oligarch”, - the First Deputy Chair of the Faction “United National Movement – Unified Opposition “Unity Makes Strength”, Levan Bezhashvili commented to the media introducing the Draft Law on Countering Oligarchic Governance.


The Draft envisages a systemic approach to the problem and aims at the elimination of the factual and legal problems, as well as the establishment of the mechanisms for the prevention of the formation of oligarchic governance on a legal basis.


“The Draft is not directed against any certain name but envisages the prevention of oligarchic governance in the future. Our Draft differs in terms that it does not mention or indicate certain names but serves as a prevention of oligarchic governance in the future, as well as in terms that the attachment of the status of the oligarch, as stipulated under our Draft, is related not to any of the political or state bodies but the Constitutional Court. The process shall be free of the political context and the attachment of the status of the oligarch and the identification of the signs of the oligarchic governance shall serve as the basis for the legal proceedings”, - he noted adding that the Draft requires the development of the Constitutional changes since the attachment of the status of the oligarch is related to the legal restrictions and the Constitutional Court is the only body empowered to make a respective decision; thus, offering a model of the Constitutional Court will deprive the process of the political context.
