Standing Audit Group Reviewed Reports of the State Audit Office

The Standing Audit Group for Reviewing State Audit Office Reports, operating under the Budget and Finance Committee, reviewed three audit reports.

Head of the Audit Department for General Public Services of the State Audit Office, Giorgi Kekelishvili, presented the Compliance Audit Report on the Financial and Economic Activities of the Central Election Commission of Georgia for 2023–2024.

According to him, the audit identified findings related to shortcomings in working time recording and salary calculation procedures, as well as deficiencies in market research practices.

As Giorgi Kekelishvili noted, four recommendations were issued in response to these findings. Three recommendations have already been implemented, while the fourth remains in progress.

The presenter also stated that the Audit Office’s findings concerned the internal control system and fuel consumption limits. Three recommendations were issued regarding these matters, all of which have been implemented.

Head of the Social Sector Audit Department of the State Audit Office, Mariam Zaalishvili, presented the Compliance Audit Report of the Georgian Football Development Foundation, covering the years 2022–2023.

According to her, the audit revealed findings related to procurement procedures, expenditures for VAR (Video Assistant Referee) services, the process of financing football clubs, and reporting and monitoring systems.

Mariam Zaalishvili stated that three recommendations were issued in relation to these findings, of which two are currently being implemented and one has already been fulfilled.

Head of the Performance Audit Department of the State Audit Office, Giorgi Kapanadze, presented the Performance Audit Report on Measures Implemented for the Restoration and Conservation of Species Protected under the Red List, covering the period from 2020 to 2024.

According to him, the audited entities included the Ministry of Environmental Protection and Agriculture of Georgia, the Agency of Protected Areas, and the Wildlife Agency.

As Giorgi Kapanadze noted, the audit findings concerned the process of updating the Red List, determining the scope of assessments, and collecting data on protected species.

The presenter stated that three recommendations were issued in response to these findings. According to Nino Tandilashvili, First Deputy Environmental Protection and Agriculture Minister, the Ministry has accepted all three recommendations, and their implementation is planned for 2026–2027.
