Parliament Adopted Amendments to the Law on Licenses and Permits

Plenary 14 May 2026
Parliament Adopted Amendments to the Law on Licenses and Permits

Parliament considered, under an expedited procedure and in the III reading, amendments to the Law of Georgia “On Licenses and Permits” and adopted the changes with 72 votes in favor and 9 against.

According to the amendment, the Law “On Licenses and Permits” will not apply to works carried out on cultural heritage monuments if such activities are implemented by Tbilisi City Hall or by a legal entity established/founded by the Tbilisi Municipality.

The amendment also provides for the Tbilisi City Municipal Assembly to determine the rules for the preparation and approval of construction documentation related to activities carried out by the Tbilisi Municipality.

According to the presenter, Chair of the Culture Committee Giorgi Gabunia, the legislative amendment will protect state and public interests and relieve the state of additional budgetary pressure.

“The amendment will facilitate the rehabilitation process of cultural heritage monuments. As a result, we will obtain a more efficient and flexible system”, - Giorgi Gabunia stated.
