Parliament Hearing the Report of the State Security Service

Plenary 19 Oct 2023
Parliament Hearing the Report of the State Security Service

The Parliament received a report on the activities of the State Security Service, which was presented by the agency's head, Grigol Liluashvili.

During his presentation, Mr. Liluashvili discussed the security developments that occurred in Georgia and its neighboring regions in 2022. He outlined the measures and actions taken by the State Security Service in response to the threats and challenges facing the country.

G. Liluashvili emphasized the active cooperation between the State Security Service and the Parliament of Georgia, including the relevant committees and the trust group, as part of parliamentary oversight.

The head of the State Security Service highlighted the complex and unpredictable security environment in which the agency had to protect national interests, especially in light of the challenging regional situation. He also pointed out that the war initiated by the Russian Federation in Ukraine had posed significant additional challenges to Georgia's security, territorial integrity, and socio-political stability, with repercussions on the country's economy.

"In 2022, the region faced significant difficulties, with the ongoing war in Ukraine creating a challenging and precarious situation. This conflict, initiated by the Russian Federation, had a direct and far-reaching impact on the security agenda in Europe and globally. The situation underscored the threats and challenges faced by countries like Georgia, which deal with occupation issues, and it exerted pressure on the socio-political stability of the nation.

Additionally, the continuing military conflict between Armenia and Azerbaijan remained a significant security challenge for the region. These complex and interconnected issues made 2022 a particularly demanding year in terms of security and stability”, - Grigol Liluashvili.

In addition to the external security challenges, the State Security Service had to contend with internal political tensions fueled by destructive forces within the country. There were attempts to exacerbate these tensions, adding another layer of complexity to the security landscape. Despite these challenges, the service made every effort to safeguard the country from unpredictable developments that could threaten national interests and stability.

"All departments of the State Security Service clearly fulfilled their duties. Based on this, during the reporting period, the security environment in the country was under full control. Through close coordination with relevant agencies, smooth functioning of state structures was ensured, peace and stability was maintained in the country. Georgia was protected from terrorist attacks, uncontrolled and damaging activities of special services of foreign countries, disturbances and destabilization inspired by external or internal forces", -  said the head of the State Security Service, noting that in order to deal with the challenges, active cooperation was underway with international partners and relevant agencies.

In his report, the head of the State Security Service focused on various directions of the service's activities, including the occupied territories, state security and counterintelligence activities, the fight against terrorism and corruption, international cooperation and inter-agency coordination. According to him, the main direction of the service's activity in 2022 was to neutralize the threats from the occupation and deal with the challenges.

Following the presentation of the State Security Service's activity report, the subsequent stages of the discussion were conducted in cabinet.
