Rati Ionatamishvili Participated in a Working Meeting Organized by the Public Defender of Georgia

Chair of the Human Rights and Civil Integration Committee, Rati Ionatamishvili, participated in a working meeting organized by the Public Defender of Georgia, dedicated to the presentation of the special report entitled "Legislative and Practical Analysis of the Use of Preventive Measures”.

In his opening remarks, the Committee Chair emphasized the progressive legislative framework and the positive practice of inter-agency cooperation established on its basis regarding the Parliament's consideration of the Public Defender's parliamentary reports.

Referring to the special report discussed at the meeting, Rati Ionatamishvili noted that Georgia's criminal procedural legislation, particularly the provisions governing the grounds for imposing preventive measures and the evidentiary standard required for judicial decision-making, is fully consistent with the European Convention on Human Rights and the case law of the European Court of Human Rights. He underscored that the development of human rights and the continuous improvement of human rights protection standards is an ongoing process and highlighted the special role of the Parliament's Human Rights and Civil Integration Committee in this regard.

The Committee Chair also focused on statistics concerning the application of preventive measures. He noted that in 2025, prosecutors requested pre-trial detention in relation to 35.1% of defendants in motions submitted to the courts seeking the imposition of preventive measures, while non-custodial preventive measures were requested in relation to 64.9% of defendants. Compared to 2020, when prosecutors sought detention in 44.9% of cases, this figure has decreased by nearly 10 percentage points, representing a clearly positive trend.

At the conclusion of the meeting, which was held in an active discussion format, Rati Ionatamishvili expressed his readiness to continue cooperation on the issues discussed, with the participation of all relevant institutions.
