Parliament Supports Amendment to the Law on Labour Migration at Third Reading

Plenary 26 Jun 2025
Parliament Supports Amendment to the Law on Labour Migration at Third Reading

At its third reading, under an accelerated procedure, the Parliament adopted amendments to the Law of Georgia on Labour Migration with 84 votes in favour.

The amendments regulate matters related to the employment of labour immigrants by local employers and the conditions for labour or entrepreneurial activity carried out by self-employed foreign nationals. They also address the terms of employment, remuneration, and other relevant aspects tied to the legal framework governing labour activity of foreign nationals.

In addition, the law now includes provisions on the issuance of permits for labour activity to labour immigrants, grounds for denial of such permits, termination of labour activity rights, conducting labour activity without a valid permit, obstruction of labour inspection activities, and failure to present identification documents by foreign nationals.

“These amendments are aimed at protecting the country’s labour market, ensuring transparency and proper registration of labour migration processes, which in turn allows for accurate statistical data collection. This will enable us to identify labour shortages in specific private sectors, retrain and upskill our domestic workforce, and ensure their successful integration into the Georgian national economy", - Sh. Berekashvili, Chairperson of the Sector Economy and Economic Policy Committee, stated.
