Parliament Endorsing Draft Defense Code in III Reading

Plenary 21 Sep 2023
Parliament Endorsing Draft Defense Code in III Reading

During the plenary session, the Parliament approved the Defense Code in its third reading with the support of 80 votes.

The Defense Code, along with accompanying bills, encompasses various aspects of state defense policy planning, including provisions related to military police, military service, military accounting, national military service for conscripts, professional military service, defense force reserves, reserve military service, military education, international training, encouragement of peace operations, and disciplinary responsibility, among others.

Grigol Giorgadze, who serves as the rapporteur for this legislation and holds the position of Deputy Minister of Defense, highlighted that the legislative package has undergone editorial revisions to address comments provided by the legal department. Furthermore, it has taken into consideration proposals made during the third reading at the Defense and Security Committee.

“The Defense Code plays a vital role in achieving our objectives, which are aimed at enhancing defense capabilities, improving compatibility with NATO standards, and establishing comprehensive social safeguards for our military personnel. Through the reforms outlined in the Defense Code, the pool of prepared reserves, trained to NATO standards, will experience substantial growth, contributing to our national defense readiness”, - the Deputy Minister stated.

One of the significant and fundamental innovations introduced in the Defense Code pertains to the implementation of new approaches to mandatory military service. These innovations, in conjunction with other measures, are designed to enhance social security and promote military service.

The Defense Code includes provisions that aim to equalize the social benefits and guarantees for individuals conscripted into national military service with those provided to professional military servicemen.
