The Parliament approved the legal package on higher education reform

Plenary 10 Dec 2025
The Parliament approved the legal package on higher education reform

The Parliament adopted the legal package on the higher education reform for the III reading, introduced to the plenary session by the Deputy Education, Science and Youth Minister, Zviad Gabisonia.

According to the amendments, the state will fully finance the studies of Georgian citizens at the first and second levels of academic higher education in higher education institutions established by the Government of Georgia. The rules and conditions for the State financing of studies at the first and second levels of academic higher education for other individuals in higher education institutions established by the Government of Georgia shall be determined by the Government.

In addition, a 3+1+1 structure will be introduced into the university system, whereby three years will be allocated to bachelor’s studies and one year to master’s studies.

The amendments also provide for postponing the deadline for developing the concept/model and standard of an online university until 1 January 2028.
