Budget and Finance Committee approved the draft Law on Remuneration in Public Institutions

The Finance and Budget Committee discussed and approved, in the I reading, the draft Law on Remuneration in Public Institutions.

According to the draft law, deputy ministers of the Government of Georgia, deputy members of the governments of the Autonomous Republics of Abkhazia and Adjara, deputy state representatives, and deputy mayors of municipalities will be eligible to receive salary supplements and monetary bonuses based on a decision by a superior official, within the limits established by law and the funds allocated under the relevant budget.

According to the Parliamentary Secretary of the Government of Georgia, Vakhtang Bachiashvili, the draft law establishes an incentive mechanism for public officials, which may be applied when the conditions envisaged by legislation are met.

In addition, the draft law stipulates that the number of persons employed in public institutions under administrative contracts must not exceed 15% of the total staff positions of a public institution, instead of the current 10% limit (except the institutions subordinate to municipal executive bodies, where the limit will remain at 10%).

Vakhtang Bachiashvili noted that, following legislative amendments adopted in 2024, heads of primary structural units of public institutions and their deputies — who had previously belonged to the category of public servants — were reclassified as persons employed under administrative contracts, which consequently increased the number of employees hired under such contracts.

According to him, the proposed amendment would bring the legislation into line with the existing reality.
