The Procedural Issues and Rules Committee rejected the registration of the Initiative Group set up in view of the introduction of the Legal Changes

The Committee made a negative conclusion on the registration of the Initiative Group set up in view of the introduction of the legal changes, namely, the Group composed of the citizens (Giorgi Kardava, Zurab Makharadze, Irakli Morgoshia, Shota Martinenko, and Constantine Morgoshia) has been set up in view of the realization of the right to introduce the changes and amendments to the Law on Assemblies and Demonstrations, and the Code of Administrative Offenses, and the Criminal Code.


The Chair of the Committee, Irakli Kadagishvili noted that the application has been submitted in violation of the legal requirements.


“Pursuant to the Rules of Procedure and the Organic Law on the Normative Acts, each legal change shall be enclosed with the explanatory note; in this case, the note is absent, the Group has submitted the package of three Bills, enclosed with one explanatory note. The Bill shall as well be enclosed with the draft change to be introduced to the Law and submitted in the form of the legal package. This package is submitted with violation of these requirements and since the material submitted and enclosed by the Group violates these legal requirements, the Committee does not consider it expedient to register the Initiative Group”, - he stated.


The Committee approved this decision.
