The address of the Speaker to the population of Georgia

 

“Dear compatriots! The 4-year activity of the Speaker of the Parliament is about to expire and soon, this premise will host the newly elected Parliament. In this and other buildings, everything is ready for the new Parliament to immediately onset activity and to continue development of the country. Meanwhile, quite a long and busy pre-election campaign comes to the end. Tomorrow, on October 8, the state authority will be regained by the Georgian people for one day to entrust it to the newly elected MPs. It is the most important stage of statehood life of the country which will be implemented on the highest level as it is the matter of our national self-respect. All the main players, all the main subjects are required to fulfill assumed tasks in compliance with the rich national traditions and in line with the legislation.

First of all, all the political leaders and political parties shall unambiguously declare that they recognize the returns by the electoral administration and that they will abstain from basing their future activity on the returns obtained as a result of the own polls or calculations. It is of utmost importance and we can by default vote confidence for Georgian state and electoral administration inasmuch as we see that many important steps have been made in Georgia aiming at political freedoms and electoral democracy.

The second but no less important issue is that all the state agencies, not only law-enforcement bodies, shall be unbiased in exercising their Constitutional functions – to serve the country, Georgian state and not any particular party or its leader and their interests. Each of them, equipped with state authority, is it policeman, Governor or other public servant, is free to make a choice individually. They are free to make their choice but when they conduct state administration, they shall be adequate, neutral and unbiased. It is very important today and will be even more important tomorrow.

Next: dear citizens, it is also very important that first of all, we – the citizens of Georgia, shall faithfully implement our obligation. These are special elections as it is held under the unprecedented conditions of political freedom. We have recently made significant steps to allow every citizen making free choice but freedom means responsibility. So, we shall have individual responsibility for our free choice. I believe that more political freedoms have entailed the situation when the significant part of our compatriots hesitated in their choice until the last minute. It means that we are on a right path – we shall think twice as we are responsible for our choice. We do not vote for truth tomorrow. We do not tell right and wrong apart tomorrow.

Tomorrow, we all, making the choice dictated by our conscience and mind, will be right. We will be right towards the nation and the Lord. We are required to make a free choice tomorrow and it is the truth. Then, our free choice will result in the Parliament supposed to continue state administration. These elections are dignified with one more peculiarity deriving from our electoral system and political balance. The electoral process will not end tomorrow.

Tomorrow we start elections and they will be accomplished with the second round in many constituencies as it seems. It means that tomorrow we might not clearly know the political composition of the next Parliament. Hence, we all – the state, population, political parties, have the test to pass to be dignified in this distance till the next round, to prevent speculations and attempts of creation of statehood vacuum.

The Parliament of Georgia continues exercising authority until the newly elected Parliament is composed. The Government and the state agencies are fully authorized to continue state administration. Thus, the period after October 8 will be the matter of dignity for us all.

These elections shall be accomplished in peaceful and fair manner in favor of the country. And let me add that during 26 years, it is the first time when we go to the Parliamentary elections purposed to solve not only the composition of the Parliament but formation of the executive authority. Meanwhile, we are under a Presidential administration conditions and correspondingly, the fate of the executive authority will be outlined during the Presidential elections and the President was not accountable to the Parliament.

Today, we go to the Parliamentary elections the returns of which directly and indirectly, define formation of the Government, the direction of the country. So, it means double responsibility for us to resume development of the country, to elect MPs capable to administer the country, to make the positive choice electing the people aspired to do the best for the country but we shall not make a negative choice meaning people aspired to continue revenge of the opponents, division of the country etc.

I would like to wish good luck to you all in making your free choice tomorrow, the choice that you will be proud of. It is up to you!
