The briefing by David Onoprishvili

Budget and Finance Committee 16 Dec 2014
The briefing by David Onoprishvili

The Chair of Budget and Finance Committee held the special briefing and echoed the Minister of IDPs from occupied territories, Accommodation and Refugees, Sozar Subar. “I noted that the Ministry is behind in terms of budget implementation. I underline this as eviction of IDPs is still on and I wonder why the Ministry does it on New Year’s eve? When S. Subari states that I lie but I say that it is absurd as my Committee operates with treasury figures. The planned budget was 45 ml and only 60% is implemented. The vast part of the costs of the Ministry is called “support of IDPs and improvement living conditions”.

This cost is implemented with only 57% during 11 months”. As he stated, one of the functions of the Parliament is to control expenses by the Government. “Under the Constitution we are empowered to control the expenses”. As he noted, the Budget Committee of many European states is headed by the opposition.

“In Germany, Spain, Italy, Ireland, Poland, Portugal, Norway the Budget Committee Chairs are from the opposition. The opposition is to control the costs. While I am the Chair of the Committee and it does not matter I am from the opposition or majority, I will always say that I will soundly protect my all authorities and responsibilities to be always critical as this is my function”.
